The Footways Network Survey (FNS) was developed by TRL for the Footways and Cycle tracks Management Group (a sub-group of the UK Roads Board), as part of the first phase of its Information Strategy initiative. The FNS is intended to be the primary condition survey of footways, and to be sufficiently cost-effective to allow authorities to apply it to the whole of their footway network sufficiently frequently to support performance and asset management and to assess and target maintenance schemes and more detailed investigations. Whilst the survey does not replace the existing visual surveys within UKPMS, it is anticipated that the FNS will replace the CVI survey as the main network level survey, with DVI being carried out selectively, either where targeted at locations identified as potential maintenance schemes by FNS, or at locations of high usage or priority.
